Capacity Development in Emergencies.

Successful national capacity development should principally be judged by the measurable and concrete results it yields in people's day to day life. "Capacity Development is defined by ECOSOC (2009) as a process through which individuals, organizations and societies obtain, strengthen and maintain the capabilities to set and achieve their own development objectives, defined within norms of human rights and gender equality. The UNDG has adopted capacity development as one of five key principles for UN country programming. Because of its centrality to the development process, including national goals and strategies, and to achieving the Millennium Development Goals with equity, capacity development is one of the core priorities of UNICEF." (PPPM, 2.191)
